Mental Health Alternative to Incarceration (MHATI)

For criminal justice involved individuals with serious mental illness and/or co-occurring substance misuse, the Rockland County District Attorney’s Office has developed the Mental Health Alternative to Incarceration program (MHATI). This program provides participants with both misdemeanor and felony charges, an opportunity to engage in a structured treatment program tailored to address each participant's specific needs. Along with Rockland TASC, the Court closely monitors participant progress to promote adherence to requirements that allow for successful completion. The goal of this program is to address specific criminogenic factors like mental health conditions and substance misuse to reduce the rate of recidivistic behavior while contemporaneously allowing participants to address the underpinnings of their behavior.

MHATI eligibility is dependent on District Attorney approval, historical factors, a comprehensive assessment, and a diagnosis of a serious mental illness and/or co-occurring disorder.
