NEW CITY COUPLE ARRAIGNED ON MURDER CHARGES

Defendant’s Charged with Murder in the Second Degree

Rockland County District Attorney Thomas E. Walsh II and Clarkstown Police Chief Jeffrey Wanamaker announced today that Constantinos Doonan, age 31 of New City, New York and Jo-Ann Haughey, age 26 of New City, New York have been arraigned on the charge of Murder in the Second Degree (a class “A” felony) in conjunction with the killing of Constantinos Mastakouris on or about and between January 29, 2023 and January 30, 2023.

On or about and between January 29, 2023 and January 30, 2023, Doonan and Haughey, acting individually and in concert with each other, killed Constantinos Mastakouris at 45 Ruth Drive in New City, New York. Mr. Mastakouris was the owner of the residence located at 45 Ruth Drive, and lived there with, amongst other family members, Doonan and Haughey and their two young children. Mr. Mastakouris is Doonan’s grandfather.

After Doonan and Haughey killed Mr. Mastakouris, they hid his body in a crawl space located in the residence, in close proximity of where they slept with their children. On or about and between January 29, 2023, and March 19, 2023, Doonan and Haughey stole and possessed property belonging to Mr. Mastakouris, which they did not have permission or authority to use.

Constantinos Doonan and Jo-Ann Haughey were charged with the following:

  • Murder in the Second Degree (a class “A” violent felony)

  • Burglary in the Second Degree (a class “C” violent felony)

  • Grand Larceny in the Third Degree (a class “D” felony)

  • Grand Larceny in the Fourth Degree – 3 Counts (a class “E” felony)

  • Criminal Possession of Stolen Property in the Third Degree (a class “D” felony)

  • Criminal Possession of Stolen Property in the Fourth Degree – 3 counts (a class “E” felony)

  • Criminal Possession of Stolen Property in the Fifth Degree (a class “A” misdemeanor)

  • Concealment of a Human Corpse (a class “E” felony)

  • Endangering the Welfare of a Child – 2 counts (a class “A” misdemeanor)

District Attorney Thomas E. Walsh II said, “I would like to commend the investigation by the Clarkstown Police Detective Bureau on this case. The alleged actions of the defendant’s show a clear disregard for human life. What makes this case very troubling is the grandfather and grandson relationship between the defendant and victim.”

Clarkstown Police Chief Jeffrey Wanamaker said, “As a result of the tireless and collaborative efforts of the Clarkstown Police Detective Bureau and the of the Rockland County District Attorney’ Office, these individuals who have been arrested will now face justice for the heinous murder of Mr. Mastakouris.”

On December 7, 2023, Doonan and Haughey were arraigned in front of the Honorable Kevin F. Russo and were remanded without bail to the Rockland County Jail. The defendants face a maximum of 25 years to life in state prison, if convicted. First Assistant District Attorney Dominic Crispino and Senior Assistant District Attorney Sharleen Bailon are prosecuting the case.

It should be noted that a criminal complaint is merely an accusation and that a defendant is presumed innocent until proven guilty.
