ROCKLAND COUNTY DA’S DRUG TASK FORCE NETS SEVEN ARRESTS IN “OPERATION CLEAN STREETS”

Rockland County District Attorney Thomas E. Walsh II announced today that the Rockland County District Attorney’s Office Drug Task Force arrested seven Rockland County residents accused of selling cocaine, fentanyl, and prescription pills following a months-long investigation into narcotics sales in the Village of Spring Valley, Town of Clarkstown, and the Town and Village of Haverstraw.

The investigation, known as “Operation Clean Streets,” led to the following arrests:

  1. Edwin Salazar Ramirez, 23, of Spring Valley, NY is charged with two counts of Criminal Possession of a Controlled Substance in the Third Degree and two counts of Criminal Sale of a Controlled Substance in the Third Degree.

  2. Oscar Palencia Lopez, 19, of Spring Valley, NY is charged with three counts of Criminal Possession of a Controlled Substance in the Third Degree and three counts of Criminal Sale of a Controlled Substance in the Third Degree.

  3. Carlos Valle Cazares, 37, of Nanuet, NY is charged with four counts of Criminal Possession of a Controlled Substance in the Third Degree and four counts of Criminal Sale of a Controlled Substance in the Third Degree.

  4. Refar Maisonneuve, 37, of Nanuet, NY is charged with two counts of Criminal Possession of a Controlled Substance in the Third Degree and two counts of Criminal Sale of a Controlled Substance in Third Degree.

  5. Rafael Olivo, 59, of Stony Point, NY is charged with two counts of Criminal Possession of a Controlled Substance in the Fifth Degree and two counts of Criminal Sale of a Controlled Substance in the Fifth Degree.

  6. Danielle Logan, 38, of Congers, NY is charged with two counts of Criminal Possession of Controlled Substance in the Fifth Degree and two counts of Criminals Sale of a Controlled Substance in the Fifth Degree.

  7. James Valle, 26, of Nyack, NY is charged with four counts of Criminal Possession of a Controlled Substance in the Third Degree and four counts of Criminal Sale of a Controlled Substance in the Third Degree.

Today’s announced arrests are the latest action in the Rockland County District Attorney’s Office ongoing drug enforcement operation.

  • Earlier this week, the Drug Enforcement Administration (DEA) announced that the Rockland County District Attorney’s Office Drug Task Force assisted local, state, and federal authorities in recovering over 100 pounds of suspected cocaine, crack cocaine, fentanyl, heroin, and oxycodone carrying an estimated street value of $4 million from a pizzeria in the Bronx last week.

  • In February, the RCDAO announced the arrests of a Congers resident and the seizure of five kilos of cocaine following a joint investigation by the Rockland County District Attorney’s Office Drug Task Force and DEA.

Rockland County District Attorney Walsh said, “Today’s announcement of ‘Operation Clean Streets’ underscores the unwavering dedication of numerous law enforcement agencies joining forces to rid our streets of dangerous narcotics. Since assuming office in 2020, my directive to the RCDAO Drug Task Force has always been to aggressively collaborate with state and federal partners in hunting down and prosecuting those who spread poison among our residents. The results of ‘Operation Clean Streets’ is a testament to that commitment and to the dedication, resilience, and hard work of all those law enforcement officials involved in this joint investigation.”

It should be noted that a criminal complaint is merely an accusation, and the defendants should be presumed innocent until proven guilty.
